महोदय / महोदया ! DSSB द्वारा निकला गया विज्ञापन संख्या – 03/19 के सम्बन्ध में कथ्य है कि –
1. विद्यापन संख्या – 03/19 के अंतर्गत पद संख्या – 15/19 Assistant Teacher (Primary) (Directorate of Education ) के लिए है।
2. इसमें निर्धारित शैक्षिक योग्यता के कॉलम में Graduation वालों के लिए निम्नलिखित योग्यता दर्शाया गया है।
OR
Graduation and 2-years Diploma in elementary education (by whatever name known) from a recognized Board.
3. इसके अनुसार दो वर्षीय Diploma में तो B.ed. नहीं आता है क्योंकि B.ed. तो एक डिग्री है।
4. दूसरी ओर C.B.S.E. द्वारा विज्ञापित CTET – DECEMBER-2019 परीक्षा के Information Bulletin के Column संख्या – 6.1 स्पष्ट निर्देशित है कि –
6.1 Minimum Qualifications for becoming Teacher for Classes I – V Primary Stage
OR
“Graduation with at least 50% marks and Bachelor of Education (B.Ed)”
“(a) who has acquired the qualification or Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in classes I to V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE, within two year of such appointment as primary teacher”.
5. उपरोक्त दोनों संस्थाओं के विज्ञापन में विरोधाभास दिखाई दे रही है।
6. इसके अनुसार Classes I – V Primary Stage अर्थात् Assistant Teacher (Primary) के Appontment में NCTE द्वारा मान्यता प्राप्त 6 महीने के Bridge Course (Elementary Education) को करने की शर्त के साथ B.ed. युक्त Graduate भी योग्य होने के कारण इस Vacancy में B.ed. के साथ Graduation उपाधि धारक को भी अवसर मिलना चाहिए। NCTE तथा C.B.S.E. का भी यही मंतव्य दिखाई दे रहा है।
